62이렇게 내가 직접 너와 언약을 세우면, 그 때에야 비로소 너는, 내가 주인 줄 알 것이다. 63내가 이렇게 하는 까닭은, 네가 저지른 모든 악한 일을 용서받은 다음에, 네가 지난 일들을 기억하고, 놀라고, 그리고 부끄러워서 다시는 입도 열지 못하게 하려는 데 있는 것이다. 나 주 하나님의 말이다.” (에스겔 16:53-63)

어제 저녁 7시, Planning Commission에 시간에 맞춰서 오린다 도서관에 도착했습니다. 제법 많은 분들이 앉아계셨고, 오린다 시의회에서 위임받은 Housing Element의 수정안에 대한 공개 회의였습니다. 중요한 의사결정을 할때 공개적으로 회의를 열고 참관인들은 미리 의견서를 제출하거나, 3분정도 의견을 개진할 수 있는 형식이었습니다. 투표는 물론 위원들만 할수 있고, 정책결정을 위해 주민들에게 공개하는게 주 목적이었습니다.

저희교회와 관련된 많은 의견들이 있었습니다. 교회를 가기위해 꼭 지나야 하는 Moraga way는 잘 아시는 것처럼 외길이고, 왕복 1차선 도로입니다. 이미 출퇴근 시간과 학교등교시간에 만만치 않은 트래픽이 있고, 가장 큰 우려는 집이 더 들어오면 화재시에 피난을 가는 길이 좁아서 더 큰 피해를 입을 수 있다는 의견들이 많았습니다.

합리적인 접근이지만, 정책을 진행하는 분들의 입장은 이미 오래전부터 있는 문제 (집이 새로 들어선다고 더 트랙픽이 있을지 모르지만, 이미 그런 리스크를 안고 있는것 오린다뿐만 아니다라는 입장)가 새로운 계획을 바꾸는 것에는 큰 영향력을 주지 못한다는 입장같았습니다. 물론, 직접 참여하는 분들이다보니 적극적으로 반대입장을 이야기하는 것은 당연하고 대부분은 동의하고 있다는 생각이 큰듯했습니다.

크게 두가지에 대한 의견이 많았는데, 우리가 잘 모르는 오린다입구에 칼트레인이 있던 자리가 오염된 토양때문에 집을 지으려면 비용이 많이 든다는 점 그리고 사람들이 많이 유입되면 지금의 오린다 분위기를 망칠 수 있다는 약간 이기적인 의견과 Moraga Way로 연결되는 오린다 남쪽지역에 하우징이 증가함으로 미치게될 영향에 대한 내용이었습니다.

첫번째 인상은 이런 결정을 위해 주민들에게 모두 열어놓고 의견을 듣는 과정을 거친다는 것에대한 경이로움. 7시에 시작한 회의는 9시30분이 되서야 마쳤으니까 그 열정이 대단하다는 생각이었고. 두번째는 사람들의 생각을 잘 듣고 어떻 대안을 준비할지를 고민하는 것에 대한 준비된 생각들이 있다는 것에 흥미로웠습니다.

부딪히는 현상은 똑같지만, 해석은 다릅니다. 에스겔이 마주한 현실은 이스라엘이 하나님께 지은 죄로 인해 포로로 끌려온 현실입니다. 이것을 다른 이들은 그냥 나라가 약해서 망했다 또는 이제 이스라엘재건은 할 수 없다로 이야기할 수 있는데, 에스겔은 냉혹하게 이스라엘이 어떤 잘못을 했는지를 꼼꼼이 따지고, 오늘 본문에서는 그럼에도 불구하고 회개하고 돌아서면 하나님이 회복시켜주신다는 메시지를 전하고 있습니다.

막막한 현실에 질타와 안타까움을 쏟아놓더니 이제는 회복의 가능성을 이야기하고 있습니다. 마주한 현실은 냉정하게 수천킬로미터 떨어져있는 포로의 삶인데 이제 다시 돌아가 이스라엘을 다시 일으킬 하나님의 은혜를 이야기하고 있는 것입니다.

문제를 해결하기 위한 다양한 생각들이 있거나, 절망적으로 다가오는 혹시 일어날지 모르는 재해에 대한 불안함은 새로운 계획이 맘에 들지 않습니다. 절망과 불안함은 결국 새로운 기대보다는 불안함에 기인한 현실적응을 요청하지만, 그렇다고 불안이 사라지지 않습니다.

에스겔은 불안함과 두려움을 정면돌파하기를 원합니다. 무엇이 문제이고 어떻게 해결할 수 있는지 그리고 그 결과는 하나님이 하신다.

화재에 대한 걱정은 생각해보면 기후변화와 환경오염으로 이어지고, 집을 더 지어야 한다는 것은 사람은 늘어나는데 사람이 모자라는 상황에서 펼쳐야할 정책이니 결국 넓게 보면 우리가 모두가 책임져야할 문제(어느 시의원의 발언)라는 것에 고개를 끄덕이며, 우리교회 안에 커뮤니티센터를 함께 지어서 화재발생이나 자연재해때 피난처로 사용하면어떻겠냐는 제안서를 보내고 돌아왔습니다.

두려움은 피해서 사라지지 않고 직접 마주하고 넘어서야 사라지는 것 같습니다. 교회가 이런 두려움과 걱정을 해결할 수 있는 좋은 대안을 제시하고 지역사회에 잘 녹아들어가면 좋겠습니다.

묵상

에스겔의 예언은 질타와 이스라엘의 민낯을 드러내고는 그럼에도불구하고 회복시키실 하나님의 은혜를 소망하게 합니다. 병주고 약주는 것 처럼 보일 수 있지만, 이미 무너진, 희망하나 없는 포로로 끌려온 이스라엘에게 필요한 희망의 여정입니다.

This is the declaration of the Lord God. (Ezekiel 16:53–63)

Yesterday evening at 7:00 p.m., I arrived at the Orinda Library in time for the Planning Commission meeting. Quite a number of people were already seated. It was a public meeting about the amendment to the Housing Element, delegated by the Orinda City Council.

When important decisions are made, these meetings are held publicly, and attendees can submit written opinions in advance or speak for about three minutes. Of course, only the commissioners can vote, and the main purpose is to make the policy process transparent to residents.

Many comments were related to our church. As you know, Moraga Way — the road you must take to get to our church — is a narrow, two-way, single-lane road. There is already significant traffic during commute and school hours, and the greatest concern expressed was that if more houses are built, the evacuation route during a wildfire would become even more congested, increasing the potential for damage.

It’s a reasonable concern. However, the policymakers’ position seemed to be that this has been a long-standing issue (they were not sure if new housing would add significantly to traffic, but emphasized that Orinda is not the only place living with such risk), and thus such arguments would not strongly influence them to change the plan. Naturally, those who attended were vocal in their opposition, but I sensed that most people generally agreed with each other.

There were two main topics of concern: first, that the former Caltrain site at the entrance of Orinda is contaminated, making housing construction there costly; and second, that a large influx of people could disrupt the current atmosphere of Orinda. The latter point was admittedly somewhat self-interested. Others spoke about the impact of increased housing in the southern area of Orinda that connects to Moraga Way.

My first impression was a sense of awe at the process of opening such decisions to all residents and listening to their opinions. The meeting, which began at 7:00, did not end until 9:30 p.m., a testament to their dedication. My second impression was that people came prepared — ready to listen to others and to think carefully about alternative solutions.

The issues we face may be the same, but the interpretations differ. The reality Ezekiel faced was that Israel had been taken into exile because of their sin against God. Others might have said it was simply because the nation was weak, or that there was no hope for Israel’s restoration. But Ezekiel carefully laid out Israel’s wrongdoings and, in today’s text, proclaimed that if they repented and returned to God, He would restore them.

After delivering a stern rebuke and lamenting their plight, Ezekiel now speaks of the possibility of restoration. The reality they faced was the harsh life of exile thousands of kilometers from home, yet he spoke of God’s grace that would allow them to return and rebuild Israel.

When it comes to problems — whether they be differing opinions on solutions or the anxiety of possible disasters — new plans are often met with resistance. Fear and despair tend to demand practical adaptations rather than new expectations. But that doesn’t remove the fear.

Ezekiel calls us to face our fears and anxieties head-on: identify the problem, work toward a solution, and trust the outcome to God.

Concerns about wildfire ultimately tie into climate change and environmental issues. The call to build more housing is a policy response to population growth and housing shortages. Broadly speaking, it’s a problem we must all take responsibility for (as one city council member remarked). With that in mind, I proposed in writing that our church build a community center that could serve as a shelter in the event of wildfires or other natural disasters.

Fear doesn’t disappear by avoiding it; it vanishes when we face it and overcome it. I hope our church can offer good solutions to these fears and concerns, becoming well integrated into the local community.

Meditation

Ezekiel’s prophecy exposes Israel’s sins and shortcomings, yet still offers hope in God’s promise to restore them. It may feel like “wounding and then healing,” but for Israel — already broken and hopeless in exile — this was the journey of hope they needed.
